The Act to modernize the occupational health and safety system (Bill 27) imposes new obligations on employers in terms of psychosocial risk management. Employers will now be obliged to protect their employees from psychosocial risks, in the same way as from physical, ergonomic, chemical or biological risks. The obligation to include these risks in prevention or action plans will come into effect no later than October 6, 2025. So it’s a good idea to start modernizing internal policies and processes now, so as to be ready for the deadline.
What are your obligations regarding psychosocial risks under Bill 27?
- Risk assessment: Identify and assess psychosocial risks such as stress, harassment and burnout.
- Prevention program: Develop a targeted program to manage psychosocial risks, including stress reduction and employee support measures.
- Shared training: Training is a shared responsibility between human resources and managers, who must make employees aware of psychosocial risks and prepare them to respond.
- Monitoring and intervention: Monitor for signs of psychosocial risk and implement appropriate interventions, such as support programs or stress management sessions.
Collaboration between human resources and managers
Human resources and managers must work together to implement these new obligations. HR establishes policies and programs, while managers ensure they are applied on a day-to-day basis. Together, they create a healthy work environment, where psychosocial risks are recognized and proactively managed under the standards of Bill 27.
